I have been in contact with someone selling a vehicle-i originally saw it on kijiji and sent an email in regards to purchasing it and she now tells me she is having ebay sell it for her even though it is not listed on ebay-does ebay just handle money transactions or could this be a hoax-not sure????

It is absolutely positively a scam. There is no such program on ebay that does that. You should report the seller to kijiji.

Ebay does not handle these things. Scammers often tell of going through ebay to make you *think* you will have ebay's buyer protection. It's all lies. Let me guess, - the vehicle owner is out of the country.
If you get any emails pretending to be from ebay, or with the ebay logo, forward the whole thing to spoof@ebay.com. They'll tell you if the emails are fake or not. In this case everyone here can tell you that.
Also, report the item and seller on the site you saw it, - he'll only try to steal from someone else. The same scam listing will reappear anyway, but do what you can. Here is an article to read about these sorts of scams. It would be a good idea to have a look:

It is often referred to as the 'kubota tractor scam' and if you do a google search you will come up with loads of info about it.
And you say 'she', -- I doubt it. It will be some nice-sounding lass with a story of why you cannot see and touch the car before paying. The best thing to remember about purchasing an automobile: do not buy a car until you can kick the tires first.
