So earlier this year I attempted to set up managed payments and that resulted in me being unable to sell for 6 weeks. Eventually ebay rolled it back and everything was fixed.
Now last week I got two messages from Ebay Canada and a voicemail from Ebay saying it's time to set up my managed payments, and I see that the messages gave a Sept 30 due date.
So I click on the link in the message, https://www.ebay.ca/sh/fin/dlp and....
"We will email and notify you in My Messages on eBay when you can register to have eBay manage your payments. eBay will require all sellers in Canada to register for eBay to manage their payments in 2021."
So I have a deadline of Sept 30 and at the same time am not eligible to sign up.
GREAT.
Anyone else experiencing this?

If they are telling you it is now time to set it up I don't understand what you mean when you say that you aren't eligible to sign up.

@pjcdn2005, I think @skorpiius is saying that they’ve been receiving messages to register for Managed Payments but the link they’ve received in a message leads them to a screen on the eBay.ca site with the message they quoted.
@skorpiius, back in the summer you posted to a thread that had postings from users with similar issues:
https://community.ebay.ca/t5/Seller-Central/If-I-can-not-sign-up/td-p/461375/page/2
I suggest you give @ricarmic's suggestion to go into the Registration section of your “My eBay” a shot to see if that works.

When I go to the link in the email (Register now: https://www.ebay.ca/sh/fin/dlp ) it takes me to a Seller Hub Managed Payments page that just tells me
""We will email and notify you in My Messages on eBay when you can register to have eBay manage your payments. eBay will require all sellers in Canada to register for eBay to manage their payments in 2021.""
and has a 'Learn More' button.
Clicking on the learn more button takes you to another page
https://pages.ebay.ca/seller-centre/fees-payments/managed-payments-on-ebay.html
that does down the page have a Register Now link.
When clicked it takes you back to the Seller Hub Managed Payments page which has the Learn More button.

Update: I think the issues I'm having are due to there still being remnants of the .com website having its grasp on my account even though I'm in Canada. it turns out that although the register now link (http://ebay.ca/startpayments) just loops back to the learn more page, if I change the ebay.ca to an ebay.com it then takes me to a new .com page with a new register now link that points back to ebay.ca at https://ebaypayonboardingweb.ebay.ca/validate-user and then that took me to the registration site on the .ca
Set up my account and we'll see what happens.

Update #2, when I signed up I had to enter bank info.
later the same day I was sent a message saying I need to enter bank info so I did it again
Today I see on the seller page a notice that I need to enter bank info and that previous attempts to send me money had failed...except.. I see the micropayments in my account.
So I added my bank info for the 3rd time and immediately entered the micropayment amounts from before hoping it would work and it did accept it.
it's crazy that I basically have to reverse engineer the website to make it work against its will.
