Buyer buying multiple items & how to handle & Refund shipping cost

Hello,

Need your advise here please.

Say, as a seller, I have multiple items listed out with Fixed shipping cost for every item.

Say, a buyer is interested in 2 or 3 items & adding to cart but he/she says still higher shipping cost but sometimes shipping 3 items together might be cheaper 

My question is, how to handle or tell buyer about a specific/Fixed shipping cost based on his items? Can i simply ask them to contact me first after adding to cart & I tell them to pay whatever they see in system & then tell them specifically like I will Refund CAD-X or whatever? If so, how to give them Refund?

Consider creating flat rate shipping discount rules. Once these rules are setup buyers who place multiple items in their shopping carts are automatically shown the discounted combined shipping rates. When the buyer proceeds to checkout all eligible items are automatically combined into a single order.
Another benefit is that potential buyers are shown the combined shipping discount offered while they're browsing your items, shows up on the Shipping tab.

I looked at the links but unable to see how exactly I can create Flat fixed discount. Which page/settings I do that please?

I have to do this Via Business Tool menu? When i click this, it says if i am not a huge quantity seller, better not to shift to this.

any thoughts pls?
