I don't know the actual schedule, but I do think there are more promotions coming. Keep watching your promo box in My eBay Summary.

I suspect eBay makes as much or more money on listing fees as it does on Final Value Fees.

And the purpose of free listings is to increase the number of listings, successful or not, when they want to show the stockholders growth.
