It is quite easy.
I just had a case that the buyer with iPad was unable to ask for a total on 5 postcards.
She paid the "added amount for 5 postcards" and within a couple of minutes I entered my Paypal against her payment, pressed "refund" and entered the sum of 4 shipments, added message "combined shipment, thanks for purchases"
The system refunded some of my Paypal fees as well.
P.S. If your buyer uses desk computer, he(she) may place items into a cart and press "ask seller for a total", then you will be at liberty to enter the shipping cost you have agreed on.

Say, i have around 20 items for sale & some experts in this forum were suggesting to use combined shipping discount, etc. but is that available only for 'Business tool' which is selling more items?
So, what you are suggesting is I can still continue with Non-Business tool & then case-by-case, i allow buyers to reach out to me for a fixed/discounted shipping rate and then I refund specific amount to them? Right?
Or, you still advise me to use 'Business Tool' even with 25+ listings ?
Another question is, any implication in using this Business Tool i mean in terms of legal/taxation or something?

The system refunded some of my Paypal fees as well.
What was the date of this transaction?
It was my understanding that as of May first,2020, Paypal would no longer be returning any of the fees they charge for processing.
So if we refunded a $100 payment on which PP had charged 30c + 2.9%, PP would give the customer her $100 back but would keep the $3.20 they had charged in fees.

"Business Tool"?
Do you mean the Advanced/Business Sell Your Item form?
That's worth using even if you have only one item for sale at a time.
It is clearer about what you are agreeing to and gives more options.
They question of who is a business , who has a hobby, and who is running a garage sale is not too relevant until tax time.
Keep records in case you are successful beyond your wildest dreams. (The ones with the sentient cabbages.)

I am not familiar with business tool, all I know is to go thru shopping cart.
Some buyers are managing to buy one by one without individual payments, and then ask me for a total, so I issue invoice according to my combined shipment policy.
I am not programmed for demand of instant payments, but some buyers declare that they are facing such a demand. I tried few times to resolve this eBay people and it did not get fixed.

I wasn't aware that you couldn't use combined shipping unless you were using the business listing form but I could wrong. You could try setting up combined shipping and see if it does work. You can do that here...
Or as another poster suggested, if your buyers put their items in the cart they can request a total from the seller on the top right of the cart. Then you can put in the correct shipping cost and send them the total. Before they can request a total though, you do have to go to that link I gave above and check off that you allow combined payments and shipping.

The listing form has absolutely no effect on taxes or if you are business...it used to be called the advanced form but ebay calls it the business form now but that is just a name. I don't know if you can choose to use it or if ebay automatically puts a seller in there after a certain amount of time or sales.

Paypal will start keeping fees on May 19.
