Nope, I do NOT promote my eBay listings in any way, shape or form. I do not believe in giving ANY selling site fees for any attempt at competing for that almighty " top of the pile." spot...
Buyers either find my listings or not...I am not a business competing for that almighty dollar...
Selling online is NOT a necessity, not needing the funds for "income"...
this is a "hobby", a way to bring in a few extra bucks for items that would other wise be donated locally and any funds resulting from sales are to spend on ME and/or anything or anyway I so choose to spend those funds.

I just thought the same thing....hopefully some experimenters out there!
These generally are best suited to multi items or large value items*.... I have some multies that might work, but not in experimental mode at the moment....
*I'm seeing more and more evidence that buyers don't come and see a whole bunch of MY similar stuff anymore, so attracting a customer more often now ends up being for the one item, even listing a number of similar auctions at the same time doesn't usually get multiple purchases from one buyer, which leads me to believe that the "similar" items I have aren't showing or they're so buried in the 247 recommended etc items shown that nobody notices them....

Those type of promotional offerings are likely geared to sellers who sell a large quantity of very popular items that appeal to a wide range of people. Think of an iPhone case, or something of that nature. Items where the seller can expect multiple sales a day and dozens of sales a month.
I don't think it would be worth it for most collectibles or niche items. For what it is worth, eBay still serves offsite ads with the basic promoted listings via google ads.

It's what I thought, too. With the basic PL at 5% I still get many sales through offsite ads, from "0" feedback buyers, registered on Ebay the day of the purchase.
