I have an item where delivery was attempted Status: Item out for Delivery. The next status was No Access.
So the delivery was attempted but couldn't be completed. It hasn't turned into an issue yet but I'd like to be proactive. In this instance as the Seller what I am responsible for? Is it the Buyer's issue to sort out? I shipped to the verified ebay/paypal address and delivery was attempted so what's reasonable for me as the seller to do if the delivery can't be completed?

for eBay anyways, delivery attempted is what you need to see to be protected.
Paypal can be another story though, they want delivered status...
Either way, most carriers will make 3 delivery attempts and/or leave a notice card.
