Hi,
Recently, I have received an offer and accepted it. However, the buyer wanted me to text him via his number. I did send him a notification via phone number. He replied to discuss about the shirt and wanted me to send him my paypal to "deposit". I feel very uncomfortable as he hasn't replied on Ebay and talked something weird. On the other hand, his address is also suspicious.
Is this kind of a fraud? What should I do now? Should I open an unpaid case or report him or else?
I also feel that I was tricked by contacting him outside Ebay platform.

Stop communicating with them as it is a scam. They want your PP email so that they can send you a fake 'you've been paid' email. You can open an unpaid item claim 96 hours after the purchase. I would report them too if possible.

That's probably a scam. The buyer will send a fake email that looks exactly like a PayPal email that says ship the item to get paid. You ship the item and never get paid cause it's a fake email.
PayPal doesn't really do that. Don't ever ship a item without seeing the money in your paypal account somewhere. It can be on hold if your a new seller but I think you can still see that in your PayPal account.
Either way eBay doesn't allow sellers to go off eBay to continue with a eBay transaction from a eBay buyer. They do ban sellers for that. If a buyer asks to contact them outside of eBay, just say no and try to keep to eBay messages. Continuing with the transaction outside of eBay will put you account at risk.
If they purchased the item already, just wait for payment in PayPal through eBay. If it doesn't come in, put a no paying bidder, report and move on.

It'a a scam.
If there is no payment in your Paypal account, go to the Resolution Centre at the bottom of this page and open an Unpaid Item Dispute.
After 96 hours (four days) if it is still not paid, close the Dispute.
This is important because if he did buy the item, you have already been charged Final Value Fees on the transaction. Closing the Dispute gets that money back.
Is the item still showing as Fixed Price as one of your 11 listings? That means the scammer has not even accepted your offer.
There is no transaction.
Go to your Blocked Bidder List and add his ID.
Go to your Seller Preferences/Buyer Requirements and set an automatic Block on customers with Strikes for Unpaid Items.
When you close an Unpaid Item Dispute, the deadbeat gets a Strike and by using the Dispute you protect not only yourself but other sellers who have opted for the same Block.
New sellers are often told not to ship overseas until they have at least 10 DSRs and know why DSRs are unimportant, but given your product line, this would be foolish for you.
But do look at your Worldwide Shipping choices. You may find it best for the time being to Block all of Africa and all of South America. Perhaps Asia too, leaving only North Amer Canada and the USA plus Europe as potential customers.
BTW don't block "North and South America" because that will also block the USA one of the most important customers we have.

This has happened to me twice this week. It is annoying to deal with these scam artists. Address showed a Canadian address then I got notification of a USA address. In Re activated the post and will only communicate through eBay channel.

Cancel the transaction as "problem with address".
No blowback for you, but the buyer can leave feedback.
OR
Depending on the difference in price

Wait for him to pay.
If he doesn't pay within 96 hours (four days) you can Cancel as an Unpaid Item.
He gets a Strike and cannot leave feedback.
If you paid any fees they will be refunded.
You can also set up Fixed Price listings with Immediate Payment Required and the listing stays open until someone pays.
The Unpaid Item option can be made automatic if you prefer.
