ok 1 more question, i sold an item on fri(to a buyer with 0 and from Lithuania) they havent paid yet and on mon i sent an invoice then today i asked them to pay...can i just offer it to the next bidder or do i have to wait to hear from them???

Before you offer the item to anyone else you have to get the current transaction problem resolved. Open an noun aid item dispute against the buyer. If the buyer still doesn't pay, close the dispute 4 days later. This will give the buyer a strike and you will get a final value fee credit. After all this is done, then feel free to relist the item and sell it to someone else.

Hello 'cheryl',
You cannot yet offer the item to the underbidder because the first person might unexpectedly pay at the same time as the second person, - so unless you have 2 identical items so that each gets one, you need to finish the transaction with the 'winner'.
After 4 days from when the auction ends you can open an Unpaid Item dispute (hour 96 if you want to count) and with still now word from the winner, close it 4 days after that. You get your selling fees back, the nonpayer gets a strike, neither leaves feedback, and you offer the item to the 'runner up'. Here is a link to tell you all about it:
