Watching this video, I wonder if it is possible to "repair" what has happened to this particular band.

It would take several large miracles to reverse the downward spiral.

Not really miracles, but better opportunities and education for the children, who are the next generation, who will help and teach the next generation. It has to start somewhere and it is the government's responsibility. The same is needed here in Canada.
