I think the buyer must have found my personal email address in the paypal invoice? and contacted me directly with questions about their recent purchase, instead of using the eBay messaging system. Is this allowed/within the policy?

I am not aware of a policy against it.
eBay actualy provides trading partners with contact information including telephone numbers if you request it.

Your PP email address is available to buyer just as theirs to you, in details of payment received.

On the other hand, you are not required to answer the same way. Cut and paste the off eBay email into your response through eBay Messaging if you want eBay to be able to see the whole conversation.
