As a new seller you will be restricted in the number and value of your listings until you have a track record of completed transactions with no defects.
I'm bad with numbers, but I think at least 25 of those have to be to the USA. I could be wrong.
This is not personal. It applies to all new sellers, as well as to sellers in high fraud/high value categories (like electronics, sportscards, jewelry) and to experienced sellers with problematical service.
This is a Buyer Protection Policy.
You can ask for fewer restrictions when you have your first 10 sets of Detailed Seller Ratings, which give you more precise reactions to your transactions, and you can request again every 30 days or so thereafter.

seems to me you have to sell 25 items in a month to qualify has been awhile so i may be wrong or things have changed you might want to contact pay pal or ebay on this
