Are sellers allowed to misrepresent what they sell

I saw an offer for a watch where the seller is offering a watch that he contends is rare and vintage when  the identical watch is still being made by the oriignal company.

The seller is also selling the watch slightly used for several what it would cost to buy it new.

His asking price is over $400. Actual price from an authorized dealer is about $65 for a new one, exact same model.

Hate to see anyone ripped off during Christmas.

I looked to see if I could report the seller but there is no option to describe what he is doing,,,, so I guess its okÉ

How true! If there were a box to report people who label things Vintage and Antique that are neither, I'd never have time to buy anything!

What ticks me off personally is when you see a listing with nice pictures of jewelry,Advertising  you pick the style from say 10 options at the listing price.

Then when you go to make your selection you find not a single piece of jewelry at that price all are much more and the only item you can buy at the advertised price is a cheap box for a ring or a small gift bag.

That to me is misrepresentation. I can deal with the sellers who only have 1 jewelry item at the advertised price and charge more for others but NONE?
