I had an item listed with a Buy Now price and the ad mentioned I would consider reasonable offers. I had someone send me an offer that was so low it was insulting, and I refused. A week later the item was sold for full price, and when I arranged shipping and printed the label I realized it was the same person who had made the really low offer. I have not heard from them since, and they have not paid. This buyer is a brand new account with no previous activity, I suspect they 'bought' the item with no intention of actually paying. How long do I have to wait before I can report them and then will I be able to re-list this item?

If you don't receive payment, you can open an unpaid item case in the Resolution Centre as early as 4 days or up until 32 days after the listing ended (or immediately if the buyer is no longer registered on eBay).
The buyer has up to 4 days to send a payment after the case is opened. During this time the buyer can also contact you to request a payment extension or make another arrangement. Of course you can agree to the buyer's request, but you're not obligated to make special arrangements.

You violated ebay policy by stating you accept reasonable offers in an non Best Offer listing.
Add the non payer to your blocked bidders list.

One of the interesting things about Paypal is that you cannot print a PP shipping label unless the sale has been paid through PP.
I guess you printed yours through Canada Post? Start the process to reverse the label purchase. It does take a while.
Your "buyer" can take up to 4 days (96hours) to pay. Then you can open the Unpaid Item Dispute. Then he has 4 days to pay up. If he does not he gets a Strike which will make it more difficult to buy on eBay.
When you get really insulting offers, you can add the insulter to your Blocked Bidder List. Then he cannot bid on your items ever again.
You can also put in an automatic Block against bidders who have those UID Strikes, those who do not have active Paypal accounts and, if you are using Fixed Price listings, you can demand Immediate Payment.
