He was the top bidder for about three days and then he retracted and the current bid went down to less than half of what it was.
If he had tried contacting me I would have an email or an eBay message. Do staff not verify this claim?

And do you really want a bidder who is not interested in buying and paying for your item?
There are not enough truthful answers for the Bid Retraction option.
In my opinion several others should be added including:
I don't want it anymore.
I found it cheaper.
I won the other auction I was bidding on
I don't have any money.
My mother says I can't play on the computer anymore
The meds kicked in
The voices told me to cancel the bid
I sobered up.
The cat bid on this.
It was the babysitter.
Seller does not ship to my continent.
I thought it was an easel not a book (This one actually happened to me. It took a week to get rid of the nutty buyer.)
Put him on your Blocked Bidder List. It's on the Site Map, central column, under Manage Bidders.
