Blocking buyers in countries I don't ship to

Finally found where to do this, on the account/site preferences page.  So this is a blanket setting for all listings... now I assume that it will be applied automatically, or NOT, depending on what countries I choose for individual listings?  I mean, some things I'm willing to ship overseas, & some not, so am I right in thinking that if I choose Canada/USA/Worldwide under shipping options, that no one will be blocked, but if for example I removed worldwide & just posted rates for Canada & USA for another item, that overseas bidders would be blocked, but only for that specific item & not for the first case?

... confusing question; just want to make sure I understand how this works.

Correct,if you have this block in place it will only block buyers if their account is registered in a country you do not ship to.If you ship to a country,buyers from that country are not blocked. You can have different ship to locations for each listing or the same locations for all your listings,it's your choice.
