Bought a item , never received it, Seller lying to paypal!!

I opened a case in resolution center with paypal for not received item.
Then the seller gives a tracking number of another package shipped the same date to the same city  to paypal agent.
When i look up at the tracking number i could see that is it been delivered , no signature i dont see any names or adress of where its been delivered but its from a Canada Post office far from my house.
I even have a email from him saying that he will ship it via economy letter mail which doesnt include tracking information. Is anybody already been through something like that and what will happen?

I caught our postman here in Calgary, she rang our doorbell just once then took off. I tried waving her off but she kept going, then on the way back to my front doorstep was a package. The postman just left it there for anyone to take. I figure thats how some of the item I bought got lost. Free for all package.
