Buyer blocked me from buying a hat..!!!! LOL...said I would not be a responsible buyer. I only have one star since I had to reopen an account after E bay got hacked and lost my + 100 Stars!!!

It is the seller who blocked you.
you are the buyer.
A seller can block anyone he chooses for any reason
he wants and does not have to explain it to no one.
