Buying an item in canada and asked to ship to the usa

I did not realize it is against the rules to buy an item and have the seller ship it elsewhere. I bought an item in New Brunswick, Canada) and paid immediately with an enclosed note to be sent to Massachusetts, USA.
I received this as a reply: Hi there, thanks for buying my item. Unfortunately, Ebay and Paypal don't allow for sellers to ship items to unverified addresses - doing so results in losing my Seller Protection and is a risk I'm not willing to take. I can only ship to the verified address that Paypal has provided me with.
My question is this; My ebay address is verified why can I not ask the shipper to send the item to another address. It is actually closer to Massachusetts than it is to me in British Columbia. I have had items shipped to other addresses before and not problem. This really puzzles me and any insight would help. Thank you.

The seller must ship to the address she is given by Paypal.
You can add about a dozen 'gift' addresses to your Paypal account.
Add the address to your PP account and your seller will be able to ship and retain her protections.
