When buying items from China and shipping to Canada, the import charges are not listed. How can the Canadian import charges be determined for items being shipped from China?

The only country that includes 'import charges' is the USA. Actually only sellers enrolled in the Global Shipping Program and living in the USA will have these listed.
You should be aware that the import charges given under the GSP are only accurate when you have agreed to buy. Until then they are approximate (but a pretty good approximation).
No other eBay site uses this program.
All items valued under $20 CDN (about $18 USD) enter Canada freely with no duty or sales tax. Most items under $100 shipped by mail will also pass customs without being assessed.
You can find the actual duty on the Canadian Border Services Agency website.
Sales tax will vary according to your province.
Canada Post charges $9.95 to process these charges if they are assessed.
Most Chinese sellers use the postal system and/or DHL.
