What do you mean by "random fees"?
If you buying from the US, there will be customs taxes or other fees involving importing in addition to the seller's shipping fee. If the seller is using the global shipping program (which most US sellers do), you will charged a lot of fees. This is not charged by the seller but by Pitney Bowes, the company that makes the postal machines.
