Can a seller change the shipping price after you won the auction & just automatically just cancel your transaction without your permission?

This seller had advertised the shipping price as free on the home page, then as $5 on the shipping information section. Then 

after I paid for the item &shipping I gets an email from paypal saying it was refunded. After asking several times why, I finallyget an answer that the shipping was higher. By like a few cents I might add. Now she's taken the items off ebay as far as I can tell. What can I do about this?

Hi .. No , seller cannot request more than stated. Is the item in your Purchase History. I see 2 with $5.00 shipping , both from no or low feedback sellers.

Would usually say leave appropriate feedback with low DSR's . I always struggle with new sellers lol , to penalize or teach. Would send this link to say that's a no no..

Oh & I'm positive that now she's going to give me negative or neutral feedback just for spite to get back at me. Even though it was all her mistakes.
