Can a seller pull an action item without a reserve because of a small bid?

Just wondering as an example if i bid on a coin for .95 that's valued  quite a bit more can the seller cancel the item before the auction ends?

Hi  .. Short answer is yes if more than 12 hours remaining.

Ebay discourages abuse by charging fees as if the auction concluded normally, if more than once in 12 months.
