Can seller in US refuse to sell to me if I live in Canada but have a US shipping address? Can seller relist finished auction at higher price

I won an auction by a seller who specifies that they ship to the United States. After the auction, the seller sent a message saying they mistakenly listed the item too low and were going to relist it at a higher 'buy it now' cost.
Since I won the auction fairly, is it okay for the seller to cancel it to list the item at a higher price? This seems to break the contract of an auction. If it were the other way and a buyer won an auction for more than they decided later they wished to pay, it would not be acceptable for the buyer to say they won't buy
the item.
I contacted the seller and asked them to ship the item - I paid for it via Paypal using a US address. The seller replied that they are not obligated to sell the item to me afterall because they only ship to the US and I live in Canada. But can they do this since I have a US shipping address?
My main question is: can a seller refuse to sell to you if they only ship to the US and you live in Canada BUT have a US shipping address?
