Can you cancel a BIN purchase?

I understand that you can block bidders, and cancel bids on auctions if someone's feedback is questionable (ie: lots of 'not received' and unnecessary negative feedback left), but what protection is there against BIN sales?

From what I understand if I refund a buyer's $, and refuse to ship, they can not only leave negative feedback, but also file a claim against me for non-performance? So it seems my only recourse is to ship them the item, and pray I'm an exception to their scam &/or negative feedback trend? Then be ready to file a claim with insurance 45 days later? It mostly concerns over-seas sales, as it costs so much to ship packages with tracking, and that's where many of my more expensive items head (and if I charge for tracking, nothing would sell, there's too many US sellers that can ship for cheaply/Can sellers offering the same item via small packet). If I paid the extra for tracking out of pocket, I would lose money on the transaction.

So my question would be, does eBay offer protection against the BIN seller's right to refuse service? I searched the help files, but could only find the blocked bidders list, canceling bids, etc (so obviously they understand there are some undesirable purchasers).

Only if you can intercept and block them before they buy.

If you use small packet U.S. or international you are insured for up to $100 so even if the package does get lost, you can put in a claim with Canada Post. If it is an item worth more than that and you don't want to take the chance of sending it overseas then limit where you will ship that item to.
