I'm not convinced about the explanation given by the seller.
A seller can send a "combined invoice" if multiples items are bought by the same buyer. About shipping fees, it is at the discretion of the seller. She has to calculate shipping fees according to size, weight, etc.
Were you using ebay messaging when you asked her if she could reduce shipping fees? Did she gave you a quote of the new combined shipping fees ? If yes, is it the seller responsibility to respect what she said. It is a part of a contract between the seller and you.
You can go on USPS website and use the calculator to get an estimate of shipping fees. http://postcalc.usps.com/
You now have two choices :
- Ask the seller to cancel the transaction
- Pay for S&H. Wait to get the package and look at how much she really paid for... Remember that S&H includes handling fees (packaging, time, fuel and all other efforts made by the seller to sell this item)

If your seller is an unseasoned one, he/she may have registered with the Global Shipping Program without realizing it will not, in fact, allow her to combine shipping for an international customer (you) because the items are sent to Pitney Bowes for inspection and customs brokering et cetera. Are 'Import Fees' being discussed? If yes, that is a clear sign you've bought into the GSP. If not, the seller is probably not understanding how to do something. Or the item(s) are too heavy. Or listed in different currencies? The latter is probably least likely.

She can send you a Send Money invoice through Paypal. This is useful if she has accidentally been signed up for the Global Shipping Program.
When you see the PP invoice, which should include a note about the eBay transaction number, pay it.
She ships to your* address using USPS.
She marks the items shipped manually.
When the parcel arrives you send positive feedback and give her Five Star ratings for her efforts.
* Not the GSP in Kentucky.
