Interesting results showing....on the Canada Post website....
(1) Tracked Packet has a fuel surcharge added on
(2) Shipping to the USA
shows Tracked Packet International
as well as Tracked Packet USA
(2) Small Packet USA surface not showing..
Goes contrary to the fact that Small Packet USA Surface would be available until February 11
and
Tracked Packet USA would not be available until February
Website does not agree with announcements....
Maybe Canada Post should have introduced Tracked Packet in August 2012
and then remove Small Packet today.....
Do the same as .....Expedited Parcel USA which was adjusted in August a few years back....

I am going to offer the trackable service but am also going to state that if they choose the lesser non-insured route, I will not be liable if it is lost or not received.
There is no point in putting that in your listings as you are responsible for making sure the buyer receives their purchase. If the buyers says that they haven't received their item and you can't prove with online delivery confirmation that they did receive it, ebay/paypal will require you to refund.
Since you said you haven't had a problem in the past, you might want to "self insure" the less expensive items and use a service with delivery confirmation for the more expensive ones.

I went to a shoppers postal outlet and was charged $12.98 for a 0.97kg small packet surface to USA. The clerk alerted me that it'll not be insured.
I still think it's unfair that they are taking the insurance out yet keeping the price increase in place... =\ You'd think they'd drop the postal price if they are removing part of its service.

The increase in cost of postage each year is regulated to some degree by the Government of Canada.
The following is from the Canada Post Corporation Act ---
The rates of postage prescribed shall be fair and reasonable and consistent so far as possible with providing a revenue, together with any revenue from other sources, sufficient to defray the costs incurred by the Corporation in the conduct of its operations under this Act.
If an increase appears to be excessive, the government, as the majority owner of Canada Post, can say that it is unacceptable, specifically as the increase in cost of postage relates to the rate of inflation...
Now, if there was a desire to increase the cost of Small Packet USA, and add tracking, the increase would have been close to $5.00
Such an increase would have been unacceptable.
However, there is no problem if Canada Post starts a new shipping option such as Tracked Packet. A new option can be justified, while a very high increase in cost of an already available option would have appeared to have been excessive.

With the upcoming introduction of these two new services, Canada Post will retire the Small Packet – USA Ground service effective January 14th for customers using PayPal label printing. Small Packet – USA Ground service will be retired effective February 11th at Post Offices. Small Packet – International (Air & Ground) and Small Packet – USA Air will continue to be available at Post Offices and via PayPal label printing.

Yeah, yeah - all talk and totally meaningless. Canada Post does what it wants, when it wants and the Government of Canada says "Who cares?".
If a customer wants insurance and delivery confirmation for a Small Packet to USA he can use Expedited Parcel. End of story.

And the published rate for that packet is $12.66. It's about time Canada Post was called to account.
Hold on to your receipt and appeal to the Canada Post Ombudsman. It seems to me you have an excellent case for a refund of the overpayment.

It'd sadly be too time consuming to file an appeal for an overpayment of 32 cents... And yes, I still have the receipt. I usually keep them for 2 months or after the buyer left a positive feedback.

No way to check easily since Small Packet USA Surface does not show on PayPal shipping or the Canada Post Find-A-Rate site.

I understand that it's the principle, but right now finishing my assignment and studying for my exam are significantly more important to me...
