I have bad news for you.
As I discovered not long ago, that program has been discontinued and not even recently. The link appears active but really goes nowhere.

I should add that ebay.com has something similar which is called Valet Service. As Canadians, I don't think we're eligible.

How do I become a valet? To become a valet, they are carefully screened for inclusion in the program. Requirements include, but are not limited to: (1) ability to list 100,000 listings each month, (2) storage capacity sufficient to hold and manage items received for at least 60 calendar days, (3) ability to list items across all eBay categories, and (4) physical presence in all major metropolitan hubs in the U.S. and (5) demonstrated ability to consistently deliver the highest standards of buyer experience to eBay shoppers.

You can, if you have a lot more courage than I do, advertise locally that you will take consignments for online sale.
It would be best if you already have background with owning or working in a consignment store. Or an auction house.
And you will need to be a good face to face seller, because to make money, you will have to persuade the consignor to 'give up' a substantial amount of the proceeds.
As I recall, about 40% of the gross payment was the usual fee. Plus eBay and Paypal fees. Pretty much like any auction house fees.
