That is definitely NOT ALLOWED. It is called Shill Bidding to raise the price of selling items. If you are caught doing that you will lose your account or worse. Just read someone was fined for doing that.

For auctions you start the price no lower than the minimum you are willing to accept. Or use Buy-It-Now (BIN) to sell at a fixed price.

If you have a price you want, open your listing at that price.
Given that your cards are light and thin, have you considered selling on dotCOM in US dollars? The market is larger (although your items are seen on the US site) and your cards could ship easily at LetterRates in an envelope with a stiffener.
