Just got a notice that Aug 31 is half-price listing day, with the exception of the list below. What does that mean? Are sellers who sell internationally excluded from this promo? I don't understand????
"Fixed price, eBay Motors vehicles, Ad Format, International, Live Auction, Professional Services, and Store Inventory listings. The promotional rate does not apply to listings with a start date prior to August 31, 2004 - including those listings revised during the promotional period. The promotional rate also does not apply to listings created during the promotional period and scheduled to start after the promotion ends, August 31, 2004."

The sale applies to qualified listings on eBay.com
It does not matter where the seller is registered.
A similar sale is also running on eBay.ca Once again, it does not matter where the seller is registered.
When eBay.com uses the term "international", they mean all eBay sites other than ".com"

I just listed a few on .com - listing fee is 17 cents.
The notice is pretty confusing.
