Have not received my package seller no answering backcontacted eBay to interfere but case got shut

Hi I bought miniature Estée Lauder perfume set which cost me in Indian Rs.2,500/- from  on eBay .ca
It's been over 2 months I have not received my package ,no response from seller as well.
When I tried to contact eBay after opening my case it said that I should try again some error happened which happened for almost 10 days.
Then the case got shut and my money not refunded and the seller did not bother to reply.
I am very disappointed.
I don't earn that kinda money no this was like a special treat for me which never turned up.
What the he'll should I do.
Making a call to Canada is too much expense for me
Please help.
I bought this with my card not through PayPal.

You will have to call the credit card company as soon as possible. Tell them you ordered something on ebay and did not receive it. Give them the details from your credit card statement and ask about a 'chargeback'. They will investigate. It is important you do this sooner rather than later. Your ebay case probably closed because it was opened past the deadline.
