Hi, I'm new to eBay selling. Trying to list auction style, if the price is way below my expection at the end of closing,can I refuse to sell. Also how do I setup the bid increment,

Hi no., buyer is committed to pay and seller ship. Not completing would likely result in poor feedback and worse. low detailed seller ratings that can impair the ability to list.
Never set an opening price lower than you can live with.

Much of the advice eBay gives you is out of date or just plain wrong.
The management of eBay are the same people who precipitated the US housing crisis. They are good at making themselves rich.
Start at the lowest price you can comfortably live with. Remember to cover all your costs, including packaging.
Pay attention to shipping costs and what each service gives you.
You don't need tracking. Most Canada Post services (not all) include insurance. That's mostly what you need.
Ask questions here or on the Seller Board. You will get the answers you need. You won't like some of them.
