Canada Post and USPS are notoriously optimistic about arrival time.
However, since it has been nearly 20 days, contact the seller and ask for the date of shipping, the service he used and the Delivery Confirmation number.
If his answer is unsatisfactory go to the Resolution Centre, up there under Customer Support, and open an Item Not Received dispute.
Do not close it until you have either the phone or a refund.
Do not close it on a promise. You want cash or phone. In your hands.
You have only 45 days for this, mark Day 42 from purchase on your calendar as your very last day of patience.
