How can I calculate the shipping rate for this envelope (dimensions & weight provided)?

I want a shipping rate for Canada and the US.

The ebay shipping calculator does not provide me with a standard or medium size Lettermail option from the Package Type drop down menu (so I am forced to choose parcel or padded envelope). 

Any ideas?

Try their online calculator.  This may give you a general idea.

Because yu cannot print a PP shipping label for Letter rates, PP does not give these rates on the Sell Your Item form.

They are on the canadapost.ca site.  Note that there are taxes etc on some rates. You will pay more than 63 cents for a first class stamp for example.
