How can I write a bad review to a seller after more than 45 days of the purchase

I purchased a USB stick and it did not work; I communicated with seller and he gave me address to return the item with the understanding he would ship me another one, I returned it by mail and he claims he never received it. I asked repeatadely whether he got the item and still claims he did not. When looking at the sellers feedback, it is found from the reviews that other buyers experienced similar problems. I have never experienced a seller who has no sympathy for the buyer and I have never had to go thru such a process. My expenses for this item are far more than my request for resolution (I have spent time communicating with the seller, I have mailed back the item and paid excess postage, I paid for the shipping, I spent time using the usb stick to find out t does not work; this is worth far more than my request for refund....I should be requesting hundreds of dollars!)

Okay.

When you return something, you have to use Confirmed Delivery (sometimes called tracking) or you cannot win a Dispute.

Here's the system.

You have a problem.

You contact the seller.

He ignores you/ claims that there can be no returns/ promises a refund on return/ whatever.

You return the item WITH CONFIRMATION OF DELIVERY. This can run $45 or more to Asia by the way.

Then if he doesn't return when you can see that the item is back with him, you open a Dispute with the Resolution Centre, giving the proof of return (Confirmation of Delivery).

Paypal will refund you and go after the seller for the money. He gets other penalties but that's not your problem.

 

If over 45 days have passed since purchase, PP will not entertain your claim.

So you go to the credit card you actually paid with. (PP is just a mediator). Phone the 1-800 number and ask about a chargeback. The clerk will need dates, payment amounts and transaction numbers etc to process your refund.

 

Some cards want only proof of shipping the return, others want proof of delivery. Some will refund with neither. All cards have deadlines so act now.

If either of you left an earlier feedback, you can add a Response to it.

The most effective Responses are calm and factual. "USBkey did not work. Claims not to have rec'd return. No refund." 

 

Responses can be left indefinitely.
