How come member can bid on my items, not pay and then leave false reviews? How do I stop this.

Buyer can't leave feedback if you filed UID
When a member is suspended, eBay removes any neutral or negative Feedback left by that member. If a buyer doesn't pay for an item, eBay also removes Feedback left by a buyer when the buyer hasn't responded to an unpaid item case and has received an unpaid item for that transaction.

By never...I repeat NEVER! fail to file an unpaid item dispute against the non payer. You still have time to file against your current deadbeat.
Also you should NEVER leave negative comments for your deadbeat buyers. Ebay frowns upon this practice plus it doesn't punish the buyer one bit but an unpaid item strikek sure does especifically if they have received at least 2 in a 12 month period.
You can file a dispute 4 days after end of sale and up to 32 days. Send the listing ended at the end of February, you still have time to file and should file today.
Add the deadbeat to your blocked bidders list and set your buyer requirements in My Ebay, Account, Site Preferences to block bidders with 2 or more unpaid item strikes in the past 12 months.
Too many sellers are letting these low lifers get away with not paying by not filing the disputes and only leaving negative comments.
Do yourself and all sellers a favor by filing an unpaid item dispute against non payers (including the one that left a neg for you recently). Close the dispute 4 days after filing indicating payment has not been received if you still haven't been paid. Do not allow anyone to pursuade you into closing a dispute if payment has not been confirmed in paypal. Some low lifes will say they will pay if you close the dispute before payment has been received. Don't ever do that.
Once the deadbeat gets a strike and you get your final value fee credit, they can't leave feedback or any they have left will be removed.

My mistake. The buyer that left the neg paid so you can't file a dispute against them. However, instead of leaving a negative comment, you should have done a follow up to feedback they left you which would appear under their comment about your transaction. They could report the negative comment you left them and have it removed especially since you refer to a paypal case.
As for one that didn't pay, file the dispute as previously mentioned.
