If you have passed the deadline for opening an item Not Received Dispute, phoning will do you no good at all.
Those deadlines are firm.
Instead, go to the credit card you really paid with. (Paypal is just a useful mediator.) Phone the 1-800 number on the back of the card and ask the customer service rep about a chargeback.
She will need information on the transaction, so have it handy for her to process your refund.
You can leave feedback for 60 days. The most effective feedback is calm and factual. "Neither item nor promised replacement arrived. No refund."
