How do they pick "top pick"?

I was wondering how they pick top pick?  I made it on this page but under the cut off line.  I just wondered how the seller made it to the top, do they pay extra?

I thought this was the purpose of Promoted Listings on ebay.com.

Only the big sellers are offered the privilege and can afford to pay it.

In my category on ebay.com, that would be Target for example.
