That's just an automated message that replaced whatever it had there before -- sometimes a seller will be set as US only, yet write themselves on the page that they do send international, or that they don't. If nothing is written one way or the other, then you can still try the contacting method and send a message to ask. I have learned to ignore the list of preset answers, because they are automated and not the seller's actual compositions, and just continue on. At that point, the seller might have blocked questions from people outside of the US, at which point it is a safe bet that the seller does not want to even consider selling outside of the US -- a message shows that the seller is "unable to answer" the question or some other dumb wording like that.
