How long does Ebay hold your payment on paypal

I am new to selling.  I sold an Item canada post confirmed item was sucessfully delivered.  Ebay said the payment was on hold.  How long do they put it on hold, and will it be held longer if buyer doesn't leave any feedback

No , feedback is not a criteria.

PS.. should not list items for less than the minimum you want for them.

PS ..will note in the PayPal thread that rep refers to feedback. I believe your experience will be that feedback will not cause funds to be released early.
