How to input more than one shipping rate in ebay listing?

In my listing page, I am trying to add shipping information, under ADD SHIPPING DETAILS. For DOMESTIC shipping, I checked off Calculated: Cost Varies by Buyer Location. Then I clicked on CALCULATE SHIPPING to provide shipping for Vancouver, Calgary, Whitehorse (same rate), Saskatoon, Winnipeg, Toronto (same rate), Montreal, Halifax, St. John's.
Now when I provided shipping rate for Vancouver, it showed up on my listing, but when I clicked on shipping calculator to prOvide shipping rate for Saskatoon, it deleted the previous selection for Vancouver. What am I doing wrong?
I am new to providing shipping rates, so this is all a new concept for me.

However, the first rep I spoke to said there was a "bug" for Canadian sellers whilst listing shipping rates etc.
The second one slightly helped, so I had to come here or learn on my own.....which I continue doing, slowly.
