How to resolve undelivered item without logging into PayPal????

How do I resolve and un-delivered item???? Very frustrated with this, believe when I bought the item, I brought it through PayPal (as a one time transaction) with a VISA card. And now I cannot even open up a case because I need an PayPal account. I feel the only course of action is to file a dispute with my credit card. Any feed back would be welcome.

That is correct. A chargeback through your credit card issuer is the BEST way to proceed at this time.
