I am still not sure on how the bidding goes on Ebay. Could you please help me to understand it?

For example, if some else placed a bid of $20, and I place the next one of $22. If that person won't bid against me, what price I should pay for the item? Thank you so much.

If somebody bids $20, and you bid $21 and your bid wins, you pay $21 plus shipping.

If you put in a max bid of let's say $20, but the auction only raises your bid to $12, you pay $12 plus shipping.
