Did the listing say free shipping for US only? Or free shipping worldwide?
A lot of sellers have free shipping within their own country, then charge for shipping for other countries. If that is the case, yes, you are supposed to pay shipping.
If the listing was worldwide free shipping and the seller messages you asking for more money, then no, that is not allowed.

Let the seller know that he cannot charge more than what was stated in the listing. The only time he can ask for more money is if the listing doesn't specify shipping charges to Canada (international sale). Pay him and if he refuses to ship, you can leave appropriate feedback.
