Seller only paid $13.98 into my paypal account and did not issue a return postage voucher. I am sending the following communication as it appeared on my ebay account .

I don't have any suggestions about the partial return, but I can speak to the return postage 'voucher'.
There is no such thing.
There is no mechanism by which a US (or English or Chinese or Australian) seller can send a return shipping label to a Canadian (or English or Chinese or Australian) buyer.
This has nothing to do with eBay or Paypal. It is a function of the international postal system. But it also applies to couriers who operate internationally.
The only way to get your return postage back is trust.
Ship your item back to the seller and trust that she will refund not only the original payment but also the return shipping.
And note that these will come as two different payments since PP is not capable of adding a new payment to a refunded payment.
If you don't return the suit to the seller, eBay/PP will not force her to refund you in full.
If you want to keep the suit, accept the partial payment.
If you want the full refund, return the suit and hope that the seller also refunds the (tracked) shipping cost.
