I have not posted my 50 listings, but am still being charged .30 each. Why?

I read all of the rules and according to the rules I qualify for the 50 free listings every month. It's a new month and I can't even post one listing without being charge the .30 cents. What's up with that?

yes ebay sent a note to all that the most popular categories will no longer be available for free listings as buy it now.. only as an auction.. am assuming they are finding ways to pay for their salaries.. and decline in sales on this site..
