Not 100% sure on that but you can always call eBay customer service and inquire. 

I supposed you can choose the US as destination you ship to and in your item description you can specify the exact location/area you will ship to only.

Hi grandmom .. Ebay is mail order and not set up to be that restrictive unless pick up only is used.

Will be selling to Canada unless you sign out above and return home to www.ebay.com.
