US sellers cannot charge sales tax outside their state or international. Occasionally a US seller has a presence in Canada and registered to collect GST. Send this link or the link to this thread..

Are you talking import taxes or provincial/state tax?
If it's import taxes, the seller is using the new Global Shipping Program which charges you the import taxes ahead of time instead of you paying when it gets delivered to you.
If it's state tax, no that's not legal and you should message the seller.
I believe it's the first option though...
