Go to your Paypal account and find the transaction.
Copy the number.
The PP Resolution Centre is at the top of the page under Tools.
Open and Item Not Received dispute.
The first suggestion is to Contact the Seller.
Since this was a scammer ignore the suggestion.*
Escalate to a Claim, and tell PP that the item was pulled.
This usually speeds things up.
If the seller cannot prove delivery (not shipping, delivery) you will be refunded.
In future, check the FB of any seller.
While FB is voluntary and does not count against a seller's account, it can be an indication of reliability.
In this case, I suspect your seller's account was hacked after being dormant for over a year.
* If this was a different sort of problem, you should always contact the seller first, even before opening a Dispute.
But don't get into a conversation, you really just want the your money back.
