I ship my items only to Canada and USA.  But my last buyer from Germany.How it possible? What I should do? And he paid.as Canadian.

Hi ..refund the incorrect payment , send a correct invoice and ship or refuse, refund and report as a malicious buyer..

Exclusions are not set up to block everyone else. I see only Bulgaria, Lithuania

PS .. Do not choose a surface shipping for overseas.

Selling outside Canada and USA can be great for sales. If you do sell overseas, ship only airmail, never surface. Costs more but surface can take 2 months and buyer must make claim by day 45 so you could be stuck having to settle before item can even arrive.
